Community Supervision and MOUD Toolkit
The Community Supervision and MOUD Toolkit from the Opioid Response Network is designed to support probation and parole officers, along with community treatment providers, in working with justice-involved individuals who have opioid use disorders. It includes six targeted learning modules that build skills, improve treatment access, and strengthen collaboration between supervision and care teams. The toolkit emphasizes evidence-based approaches and practical strategies to improve outcomes for individuals under supervision.

This report shares strategies to increase community supervision success and summarizes findings in four states (CO, FL, MS, and MT) regarding revocation trends, condition setting and modification processes, responses to behavior, evidence-based supervision practices, programming and resources to support supervision success, and organizational culture.
